Google Charge Advertisers based on Peak Hours / Off Peak. Just like Uber (rather Uber follows Google Method)

Google hardly keeps tracks of FAKE CLICKS & Competitor Clicks and ZERO REFUND
Google Adwords ~ Charges differential rates to advertisers
I doubt Google JUMPS click METER...
